Clearway Energy's Commitment to Lincoln County

Fostering Responsible Development

Clearway Energy is developing a solar farm that would benefit Lincoln County for years to come. Projected to be at least 175 megawatts, the solar facility will help meet local energy needs and growing electricity demand across the region.

We are committed to working with Lincoln County and meeting all requirements outlined in the local ordinance, including screening from residential properties, setbacks from roads and property lines and posting a decommissioning bond.

$3 Million Community Benefit Fund

Upon reaching the construction phase, Clearway will create a $3 million Community Benefit Fund to be managed by Lincoln County community members to respond to public needs. The purpose of this fund is to provide benefits to Lincoln County residents, organizations, community and causes. The fund represents Clearway’s effort to be a positive contributing member of communities we work within. This fund would not be associated with the Fiscal Court or elected officials.

$16 Million in New Revenue

The proposed project is projected to pay at least $600,000 annually and nearly $16 million over the project life to Lincoln County taxing jurisdictions. This is based on our latest proposed PILOT (payment-in-lieu-of-taxes) rates as of September 2025. See our FAQ for more details.

Supporting Private Property Rights

The project would only be sited on private land leased by willing landowners who are making decisions about how they use their property. These leases bring in stable income every year and can make a huge difference for farmers wanting to keep their farm in the family.

Regulations & Permitting

The Path Forward

As of September 2025, the permitting process has not yet begun for this project. This process, which will take place over the next one and a half years, will ensure responsible siting, safety and extensive public involvement.

 

The project would need to obtain local, state and federal permits before it can begin construction. The state permit process also requires decommissioning bonds, plans to remove project equipment, and rehabilitation of the land to a substantially similar state as it was before the project.
